What is I-1029?

The primary requirement of I-1029 is that anyone being paid to care for the elderly or disabled would have to go through 75 hours of training.  This includes those providing basic living support, such as cooking or light housework, as well as family members caring for their own loved ones.  The cost of training would be paid directly by taxpayers and by anyone who pays for the care of a family member.  With the exception of direct family members, all caregivers would also have to complete a mandatory testing and certification program to be eligible to provide care.  It would replace the existing background check system that uses the state patrol data base with a more expensive one utilizing the FBI database.  And it would create a new state bureaucracy to administer and oversee all of these activities.
