How our project supports the Clark County Aging Readiness Plan

A note from Community Home Health & Hospice Chief Executive Officer, Greg Pang

Welcome!

Community Home Health & Hospice (CHHH) is a  community-based nonprofit healthcare agency serving Southwest Washington and Northwest Oregon. We are free-standing and governed by a local board of directors which means we are not owned by a large national or regional system.

Why are we doing this project?
We want to meet the community’s current as well as future needs for home care, home health and hospice services which we have provided in Clark County since 1988. We have been operating out of leased space and want to invest in the community with this development. Numerous factors contribute to the need to expand our presence:

  • our Clark County programs have grown by 500% over the past six years

  • significant population growth is projected for Clark County particularly in the age 70+ population who make up a large portion of our patients.  The county projects that this population will double in size between 2010 and 2030.

  • the desire of baby boomers to “age in place” will dramatically increase demand of our services.

Current economic conditions play a role in the project’s timing including:

  • fee holiday approved by Clark County Commissioners

  • favorable real estate prices

  • favorable financing rates.

The Washington State Department of Health issues Certificates of Need to approve certain types of healthcare facilities including Hospice Care Centers. Our Hospice Care Center cannot be built without such approval. This petition asks the Department of Health to approve the Certificate of Need so we can start construction of a new Hospice Care Center serving all Clark County residents.

The Washington Health Care Facilities Authority (WHCFA) will approve funding for the project. WHFCA offers tax-exempt financing to nonprofit healthcare facilities. The tax-exempt loan translates to lower interest rates and lower project costs. Heritage Bank, with offices in Vancouver and Longview, will carry the loan on behalf of WHCFA.

We are expanding in Clark County, Washington
We have served Clark County families since 1988, providing home care, home health and hospice services. To meet the community’s current as well as future healthcare needs, we are investing in SW Washington by building a 10-bed inpatient hospice care facility in Vancouver. The property is at 136th Circle and Salmon Creek Avenue near Legacy Salmon Creek Medical Center with easy access for all Clark County residents.

Our new beautiful natural surroundings edged by wetlands will provide a tranquil setting for hospice patients and their families. A memorial garden and grief support center will be open to the community for anyone who is bereaved, especially children.

Why expand now?
For 23 years, we have operated out of leased space in Vancouver. A number of factors contribute to our new expansion project:

·         Our Clark County programs have grown by 500% over the past six years.

·         Projected doubling of the 70-year and older Clark County population through 2030. Many of our patients are in this age group.

·         Baby boomers’ desire to “age in place” will dramatically increase demand for our services.

·        Favorable real estate prices and financing rates as well as a fee holiday approved by Clark County Commissioners.
